Body of Foley woman identified

FOLEY, Ala. — The body of a female discovered Monday afternoon inside a house on a wooded lot along West Section Avenue was identified Wednesday as Judy Pam Barney, the woman who lived at the residence.

The identification was announced Wednesday morning by Police Chief David Wilson at a press conference held in the Foley Municipal Courtroom at the Justice Center. It was the third press conference in three days concerning the city’s first two homicides of 2008.

Wilson also announced that a 37-year-old Foley man, Ross Wolfinger, has been arrested and charged with capital murder in the death of the 55-year-old Barney. Wolfinger confessed to striking Barney in the head with a hammer the morning of June 12 when he and the victim got into an argument over narcotics and money, Wilson said.

Foley police discovered Barney’s body inside the house at 408 W. Section Ave. after responding to a welfare concern in connection with the woman. The body was in a state of decomposition that prevented authorities from making a positive identification at a Tuesday morning press conference.

An autopsy on the victim ruled the cause of death to be blunt force trauma to the head, which was consistent with Wolfinger’s confession, according to a press release issued by Foley Police Department the day of the press conference.

Wilson said evidence at Barney’s house places Wolfinger at the scene of the homicide. Wolfinger is also alleged to have stolen a debit card from the victim, whose body he attempted to conceal within the house, but was unsuccessful in using the card.

“We are not finished investigating,” Wilson said.

Huey “Hoss” Mack, sheriff of Baldwin County, and Hallie Dixon of the Baldwin County District Attorney’s Office were on hand for the press conference.

“Our investigators worked non-stop on the case,” said Wilson, who noted Wolfinger was identified as a suspect early in the investigation.

Mack called FPD’s handling of the case an “impeccable investigation.” Dixon, likewise, complimented FPD and other agencies involved in the case and congratulated them for “conclusive results (that came) quickly.”

Wilson thanked BCSO’s Criminal Investigation Division, the FBI’s Evidence Response Team, the Alabama Department of Forensic Sciences, the Baldwin County Coroner’s Office and the Baldwin County District Attorney’s Office for their roles in bringing the investigation to that point.

“Our Foley police officers also showed great teamwork from our responding patrol officers to investigators,” Wilson was quoted as saying in the release.

Lt. David White, lead investigator for FPD, said Wolfinger’s relationship to Barney was basically a narcotics’ relationship. He said “obvious signs of struggle” were visible inside the house.

At this point, authorities don’t expect anyone else to be involved in Barney’s death, said White. He also said authorities believe Barney had lived at the house on West Section since she was a child.

FPD has had no contact with Wolfinger before, White said, noting Wolfinger has been in Foley a number of years.

Concerning Wolfinger’s arrest, White said authorities found where the suspect was staying and asked him to come to the Police Department, which he did.

Wolfinger remained at Foley City Jail as of Wednesday morning but was set to be transferred to the Baldwin County Corrections Center that afternoon.

On Thursday, he was denied bond at a bond hearing in Bay Minette.
