City leaders OK retirees’ 1 percent cost-of-living raise

DAPHNE, Ala. — The City Council on Monday voted unanimously to adopt a resolution that will give 19 retired city employees a 1 percent cost-of-living increase — at an overall cost of $5,162 to the city.

The Alabama Legislature had granted a $1 per month — for every year worked — cost-of-living increase to state retirees who end work and need benefits before Oct. 1. That is, a state employee who retires after 20 years, under the act, would receive a lump raise of $20 per month. Similar actions have been proposed for the city.

Many of the city’s retirees are receiving Social Security benefits but the costs of food and gas are excluded from the Social Security formula, Councilman John Lake said.

However, he said, “This is not something we have to give.

“We have the current employees to look out for.”

The city’s proposed resolution calls for a 1 percent increase in retired state employees’ incomes — an increase to which most council members expressed favor.

“Everything rises around them except their income,” Councilman August Palumbo said of retirees. “These folks are on a fixed income.”

Councilman Bailey Yelding, a retired teacher, agreed. “Let’s don’t kick on retirees,” he said.

“I think we need to do it,” Council President Greg Burnam said, referring to passing the resolution. “It shows good faith to the present (state) employees.”

In other business Monday:

•The council planned to form a committee on road paving to survey the road conditions in Daphne and make improvements where needed.

•The council appointed Dorothy Morrison as chairman of the Downtown Redevelopment Authority.

•Windrila Longmire was appointed and Dee Gambill was reappointed to the Library Board.

•Bayside Academy’s permit for a homecoming parade on Oct. 3 was authorized.

•Daphne High School’s permit for a homecoming parade on Oct. 16 was also granted.

•A special council meeting is scheduled for Oct. 27 at 6:30 p.m. to hear an employee grievance.
