The Robertsdale City Council adopted a resolution and an ordinance Monday establishing impact fees to be imposed on all new development within the city.
First, the city council voted to adopt Resolution No. 04-08 which states:
— In January, the city council held a public hearing for the establishment of impact fees for the city.
— Following the hearing, the council contracted with the South Alabama Regional Planning Commission to conduct a study of the implementation of impact fees.
— Based on the results of the study, the city adopted a schedule of maximum allowable fees, “not to exceed 1 percent of the fair and reasonable market value of new development within the city of Robertsdale.”
— Futher, according to the resolution adopted by the council at Monday’s meeting, “as a means to modify the impact on new development from the implementation of impact fees within the City of Robertsdale,” the council determined for the fiscal year ending Sept. 30, 2008 to assess fees not to exceed one-half of one percent of fair and resonable market value of the new development.
The city council also voted to pass Ordinance No. 01-08 to establish impact fees on new development.
The established fees are based on the effect of future development on usage of parks and recreation, library, police and fire protection.
Both the ordinance and the resolution passed unanimously by roll-call vote.
In other business, the council voted Monday to waive water and sewer tap fees for a new Sheriff’s Department facility being built in Robertsdale.
According to Sheriff Huey “Hoss” Mack Jr., the facility would be used to house both seized and Sheriff’s Department vehicles. It would also be used in search and seizure of vehicles.
Mack also stated that the facility would be used as a hurricane coordination point for law enforcement in Baldwin County.
When asked if the city of Robertsdale would benefit from the use of the facility, Mack stated that the city police department would have the use of the facility in the case of a vehicle search and seizure.
The fees, including two water taps and two sewer taps for restroom facilities, totalled $4,650.
In other business Monday, the council:
— Voted to solicit bids for three zero-turn mowers.
— Voted to approve a 3 percent cost of living pay adjusment for all city employees.
— Voted to appoint Mayor Charles Murphy as a voting delegate to the League of Municipalities Convention in May. Paul Hollingsworth was designated as first-alternate and Brent Kendrick was designated as second-alternate.
— Adopted Ordinance No. 02-08 rezoning property on Pennsylvania St. from I-1, industrial to R-1, residential.
— Adopted Resolution No. 05-08 establishing a $25 developmental permit fee for sign and/or billboard site review, land use and/or land disturbance permit and right-of-way permit.
