FOLEY, Ala. — The formalities of doing business were much in evidence Monday night at Foley City Council as numerous lots deemed to be a public nuisance were voiced and the legal descriptions of nine annexation petitions were read aloud.

The lots declared to be in violation of the city’s Grass and Weed ordinance were approved for public hearing. Grass and weeds have been a familiar refrain at city council meetings over the past couple of years due by and large to the number of suddivision lots and properties left undeveloped as a result of the economic downturn.

The annexation petitions — described as “nine steps” by Mayor John Koniar – are located on either side of the Foley Beach Express east of County Road 73. The nine petitions, which represent four parcels, were handled in council the way they were due to their proximity to Summerdale town limits.

Prior to the mayor reading the detailed legal description of each individual property in the annexation petitions, council members voted to suspend the rules for immediate adoption of each petition. Suspension of the rules came by means of voice votes.

In other council action, Foley Police Department gave its approval for a Class I Lounge Retail liquor license for Club Amnezia at 8380 Hwy. 59. Police Chief David Wilson told the council that applicant Scott E. Stanley “will observe the last call for alcohol ordinance” the city has recently put in place. With that being the case, Wilson said FPD recommended Stanley’s application be sent to the ABC Board for approval. The council voted to approve the application and send it to the ABC Board for final approval.

The council approved low bidder Roads Inc. of Northwest Florida for Phase I of a street resurfacing project in the city. Their low bid was approximately $341,000.

The council approved a contribution of $750 to assist with funding for Foley High School’s Dylan Yates to be a member of the 2010 Macy’s Great American Marching Band. Dylan is one of two band students in the state selected for the Macy’s honor.

A resolution was approved to contract with Wetland Resources to conduct an initial cogongrass control program in pine savannah habitats within Graham Creek Nature Preserve. The cost is $4,600.

Council members agreed to advance $4,500 to the Explorers program at the Police Department for their annual trip. Grant money will be forthcoming in August to repay the money.

A resolution was approved for an Alabama Department of Transportation grant application for a 14-passenger van. If the city does not have the 20 percent match ($12,000) at the time the grants are awarded the city will decline and re-apply for the grant next year.

The council approved a request to go to bid on hazardous waste cleanup.

The following were also approved on Monday: South Baldwin Literacy Council’s use of the Civic center and kitchen for a fundraiser on Feb. 12, 2011, fees to be waived; use of Civic Center and kitchen on Aug. 28, 2010, to raise funds ($6,900) to benefit a team for the (Cancer) Cure Walk in Atlanta on Oct. 22-24, 2010; Foley High School’s request to hold the Homecoming Parade and festivities on Sept. 16, 2010, and 6th Annual Leo in the Park pep rally at Heritage Park gazebo.

A one-year lease agreement was approved with George Wallace for property located east of Heritage Park the city uses for overflow parking.

Councilman Ralph Hellmich was approved to take the place of Sam Parker on the Utilities Board. Parker is retiring from the Board. Joanne Horton was reappointed to another term on the Revitalization & Beautification Board.

The July 5 council meeting will be moved to July 6 to accomodate the Fourth of July holiday.
