Councils hold brief meetings

ROBERTSDALE, Ala. — The Robertsdale City Council and Loxley Town Council each held brief meetings over the last week.

The Robertsdale City Council meeting was held Tuesday, July 6, postponed because of the Fourth of July holiday.

The Loxley Town Council met in its regularly scheduled monthly meeting on Monday, July 12 at the Town Hall in Loxley.

There were no items on the agenda for the Robertsdale meeting, which lasted less than two minutes, though one item was added.

The Loxley meeting lasted about 20 minutes before the council adjorned into executive session.

Only one item of business was voted on at Loxley's meeting. Council members voted unanimously to amend the town’s Zoning Ordinance, adding a $50 fee for a site plan not requiring review by an engineer.

Previously all site plan fees were $250. A $250 fee is still required if the site plan requires review by an engineer.

A public hearing was held on the Zoning Ordinance changes before the vote was taken. No one spoke at the hearing.

Council members then voted unanimously to suspend the rules, then voted unanimously to approve the amendment.

All council members, including Mayor Billy Middleton, Michael Allegri, Katherine Breeden, Richard Teal, Wallace Sabin and Jeffrey T. Knight were present at the meeting.

Much of the discussion at Monday’s meeting centered around proposed personnel policy changes presented by the town’s attorney Shawn Alves.

Most of the changes involve modification of holiday policy and pay for the town’s Police Department.

“I talked with the chief and the other officers and they are happy with the changes that were made,” Alves said. “There is no way to make this completely fair for everyone because the shifts are so completely different, but I think we’ve done the best we can to be as fair as possible to everyone.”

The changes were made to reflect the fact that the police department has to have someone on duty during holidays. Police officers also work in 12-hour shifts, as opposed to the normal 8-hour work schedule for other employees.

Changes were also proposed for the vacation requirements for town employees. Under the proposed changes the amount of time an employee has to work before receiving 15 days of vacation was reduced from 15 years to 10, and for 20 days of vaction, it was reduced from 20 years to 15.

Middleton said the further discussion of the personell policy changes will be conducted at the council’s work session on Monday, July 26.

After that, he said, the proposed changes will then most likely be placed on the agenda for the council’s August meeting, Monday, Aug. 9.

After paying bills and approving minutes from the council’s June 14 meeting, the only other item of business on the council’s agenda Monday was the acceptance of a $2,000 check from State Representative Alan Baker.

The check was for a general fund community service grant. Funds were drawn from a discretionary fund, Baker said.

The Robertsdale City Council also voted to pay bills and approve minutes from its previous meeting June 21.

The only other action taken during the meeting was to allow the Baldwin County Board of Education to use the town’s electronic billboard to promote a Technology Conference to be held July 21-22 at the Baldwin County Coliseum.

Several items were discussed at the council’s work session held before Tuesday’s meeting, including improvements to the city’s wastewater treatment plant.
