Here is the full text of Hallie Dixon's statement of resignation from a contract study:

THE TRANSITION:

While I will continue to strive for a positive transition, I admit to being disappointed in the way this situation has been handled so far. None-the-less, I will not give up making efforts to open the lines of communication and, last week, made a written request for Ms. Newcomb’s cooperation in the transition. I remain hopeful, but unfortunately have not, so far, received direct communication from Ms. Newcomb before or after the election.

The possibility of a job was mentioned by a third party, but the potential position described was not a transition position and would have drastically inhibited me from taking the steps necessary to assume the duties of the District Attorney in January. I have asked for clarification of both the possibility of a position and its possible nature from Ms. Newcomb.

If Ms. Newcomb is working on a transition plan, she has not discussed it with me nor sought my input. This, along with the fact that after the election was over, multiple people were hired and certain employee salaries have been significantly raised so as to cost the office more than $100,000 (one attorney receiving a $9,000 raise and another a $12,000.00 raise according to Alabama Online Checkbook) without any communication to me, causes some concern for an incoming official whose only funds to run the office from January to October, 2011, will be those not spent by the current administration.

However, as mentioned, I will not get mired in this conflict. It is still possible that open communication and a mutual commitment to the county can prevail and make the transition of leadership non-detrimental to the people.

THE CONTRACT:

The contract that has been so unfairly described was not only important, but was allowing me to fully develop processes while not acting as an advocate solely for the prosecution which had already brought wonderful cooperation and ideas from all fronts; law enforcement, prosecutors, judges and defense attorneys.

As to the pay, I resigned a position with the Attorney General's Office making more money with state benefits. The pay on the contract was actually a pay cut and equated to less than $60 an hour from which I was responsible for expenses and taxes, without benefits.

Less than two weeks after I take office, we will be responsible a trial term and a Grand Jury to deal with new felony charges, both of which are only a portion of what needs to be running smoothly within the office. While I and my people will get the job done, it is a true disadvantage to the people of Baldwin County for the transition to begin so late in the year.

I am genuinely saddened by the manner in which some have handled this situation. However, Judge Reid and I are both determined to promote a healing of the breakdown within our justice system.

I hope to help rebuild a professional justice system where, before creating an impression of scandal through the media, leaders show each other the respect of attempting to reach a resolution through discussion as befits our roles as public servants.

Toward that end, rather than allow this contract to become another source of continued anger and resentment, I will resign from the position as of Aug. 31, 2010. To further demonstrate my commitment to the people who have entrusted me with the wonderful opportunity to serve this county, I will complete my preliminary proposal within that time, and with the cooperation of those equally committed, continue to work towards bringing about a court system that delivers effective and efficient justice to Baldwin County.

I sincerely hope that eventually all those who supported another candidate will be able to set aside the tensions of the campaign and join me in service to our home.
