Daphne Police Department selects Officer and Civilian of the Year for 2010

DAPHNE, Ala. — Officer Toby Phillips was chosen as the Daphne Police Department’s Officer of the Year for 2010. 

He acted quickly to save the life of a man attempting to commit suicide. Phillips, with his quick response and effective decision-making, saved this man’s life and is very deserving of this award, a spokesperson said.

Phillips came to Daphne PD in April 2005,and is an officer in the Patrol Division. 

He has three children.

Tessa Allen was chosed as Civilian of the Year 2010.

Allen takes on additional responsibilities within the department without complaint, a spokesperson said. She is the grant writer for the department, as well as fills in in dispatch or the records division when needed.

She is very knowledgeable on the in-car video recording systems, and officers’ laptop issues. 

She is very reliable and efficient, a spokesperson said. 

Allen started with Daphne PD  in March 2003. She has four children and three grandchildren.
