Foley changes sign regulations

FOLEY — The days of exceptions for temporary sign regulations in the Forward City will soon be over.

During its regular meeting Monday, the Foley City Council passed an ordinance rescinding a moratorium on regulations to temporary signs in Foley.

Because it involved the change of a city ordinance, the City Council’s action Monday was actually for a second reading of the rescind.

As previously reported, Foley Community Development Director Miriam Boutwell approached the City County in mid-June about repealing a moratorium on temporary signs.

That action was passed as a city ordinance on Jan. 5, 2009, a moratorium was placed on Foley Zoning Code restrictions found in Section 9.12, thus relaxing limits on temporary signs posted in the city. However, in her request last month, Boutwell told the City Council that use of temporary signs has become problematic.

In a special-called meeting to address the issue last week, the Council agreed by approving a first reading of the ordinance that would rescind the moratorium. Then with Monday’s second vote, all that remained was for the ordinance to be advertised one time, then it becomes law.

Once that happens, temporary signs in Foley must be limited to no larger than 12 square feet in size. In addition, both temporary and permanent are banned from any right-of-way in the city of Foley, as previously reported.

Also Monday, the Foley City Council:

* Approved a feasibility study to determine the economic impact to the city of Foley concerning youth tourism if a multi-use facility is built.

* Approved the purchase of a new computer at the Depot Museum.

* Approved the termination of an agreement between the city of Foley and Coastal Wildlife Rescue Center.

* Set a special City Council meeting for noon Sept. 4 to canvass election results.

* Approved the purchase of a walk-through metal detector for the Foley City Jail entrance.

* Approved the low bid from Firehouse Sales and Service Inc. for police vehicle equipment in the amount of $210,464.

* Approved the low bid from Stivers Ford Lincoln for a four-wheel drive crew cab truck for the Foley Police Department in the amount of $42,074.90.
