ACTION ITEMS:

Approve Work Session Minutes of January 3, 2011.

There is no Consent Agenda of January 18, 2011.

Consider Chamber Foundation’s request for a “Special Events Retail” liquor license for BBQ & Blues Cook-off in Heritage Park on March 18th from 5 p.m. until 8 p.m. and on March 19th from 11 a.m. until 6 p.m. The license will be for beer and wine only and will be served in a contained and gated area. See attached map.
4.
Consider Chamber of Commerce’s request to hold their annual three-day Hot Air Balloon Festival at the Foley Sportsplex on June 17, 18 and 19, 2011. Additionally, consider a “Special Events Retail” liquor license (beer and wine only) for the same days to be served on the grounds in a non-corralled designated area as indicated on the attached festival map as the “Beer Tent”.

Consider Foley High School Girls Softball Representative’s request for sponsorship at a cost of $200. The sponsorship is for a 2’x6’ sign that will be hung on the fence in the outfield.
6.
Keith Honeycutt: Consider request to vacate a 20’ alley running north/south east of Mr. Honeycutt’s property. See attached letter and map.
DISCUSSION ITEMS:

Steve Horn: Consider a resolution accepting Rep. Steve McMillan’s donation of $1,473.10 to the Library and approve the creation of a new Account 04-600-8110 Public Relations/Community Development and amends Account 04-600-8110 in the amount of $1,473.10 for expenditures.
8.
Butch Bledsoe: A) Consider resolution memorializing unexpected repairs performed by Truck Equipment Sales, Inc. in the amount of $17,254.93 to sweeper truck. See attached. B) Consider request to go to bid on one trash loader/limb truck to replace #1052 – 1991 Ford F-800 Trash Loader, which is a budgeted item in the amount of $125,000 under Account 01-610-7010.

Joe Bouzan: Consider request to go to bid for vegetative management services for the Street Department and the Airport.
10.
David Thompson: Consider resolution accepting lowest responsible bid for two (2) sets of transportable, elevated bleachers at $10,142.50 per unit for a total of $20,285.00.
11.
Wendell Stokes: A) Request permission to purchase three (3) signs from Vulcan Signs and to approve incidental costs for the pedestrian crosswalk at CR 20 and the Foley Beach Express. If consensus move resolution to Council agenda. B) Consider request acceptance of Abbey Lane and the signing of the right-of-way deed for recording. If consensus move resolution to Council agenda.

David Wilson: Consider resolution rescinding Resolution 4245-10 and approving Medical Transportation Agreement with Medstar for Foley City Jail prisoners only for a total cost of $6,000.
13.
Randy Kurtts: Report on plans and costs to repair/weatherize the Foley Depot in preparations for ServPro of Baldwin County to come in and take care of : contents cleaning, deodorization, drying/dehumidification, mold mitigation, structural cleaning.
14.
Miriam Boutwell: Consider resolution approving $1,000 funding for Alabama Communities of Excellence (ACE) program. See attached memo.
15.
Sue Steigerwald: Consider resolution approving $1,200 for the replacement of two (2) CPU’s in Accounts Payable. These are not budgeted items.
16.
Pam Harris: Update on HO Gauge Train Set and Village.
17.
Perry Wilbourne: Discuss renewing one-year Service Agreement between the City of Foley and the South Baldwin Chamber of Commerce engaging Cauthen, Forbes & Williams, LLC on certain matters pertaining to governmental issues. If consensus, move resolution to Council Agenda.
