Foley City Council: Holmes family property annexed

FOLEY, Ala. — Foley City Council members approved a second reading of an ordinance to consider petition for annexation and the Planning Commission’s recommendation for initial zoning of three parcels owned by Holmes Family LLC. A public hearing on the petition and initial zoning was held prior to the council meeting. No comments were made during the public hearing.

Parcel A consists of 68 acres and Parcel B 40 acres, both zoned Extended Central Business District. Parcel C, consisting of 166 acres, is zoned Residential Multi-Family. The properties are located north of Brinks Willis Road and on the east and west sides of the Foley Beach Express.

In a separate action, a resolution was approved by the council authorizing the mayor to execute a right of way deed from Holmes Family LLC to the City of Foley in order to construct a public road to the Graham Creek Nature Preserve.

A second reading of an ordinance was approved naming a new street in the city “Stan Mahoney Lane” for the well-known environmentalist who died last year.

With Foley Police Department’s recommendation, the council approved a Restaurant Retail Liquor license for the Premiere Lounge at 122 County Rd. 20.

Also, the council approved a resolution setting a public hearing declaring weeds to be a public nuisance and ordering abatement at 2521 Crossford Dr.

Several low bids were approved on Monday, two of those involving budgeted items for the Street Department. A 95-horesepower drive tractor with cab from Baldwin Tractor cost $38,895, and one front mower mount from Foley Implement cost $25,248.

Budgeted items approved for the Recreation Department were a boom chemical sprayer for $3,000 and full-sized soccer goals for $1,800.

A used 16-foot Haulmark enclosed trailer was approved for purchase in the amount of $2,000 to be used in connection with the Farmers Market and Music and a Movie.

A resolution was approved for electronic fingerprinting equipment for the Police Department. The cost is $14,495.

Resolutions were approved accepting monetary gifts. One was County Commissioner Skip Gruber’s $3,250 from his contingency fund for Foley Library’s Summer Reading Program. A second gift was Tanger Mall’s $500 donation to the Police Department.

The council agreed to accept bids from contractors for removal of all or portions of an existing house and out-buildings located on U.S. Highway 98 West adjacent to the Soccer Park.

A resolution approving an ADECA grant application for E-Citation equipment provided by the Mobile County Commission Traffic Safety Division was approved as was a resolution approving an ADECA Click It or Ticket grant in the amount of $2,600 with no matching funds. The grant will reimburse the city for officers’ overtime in working traffic details.

A resolution was approved renewing Volkert Inc.’s contract for professional services at Foley Municipal Airport. Councilman Wayne Trawick abstained.

Council members approved the Jennifer Claire Moore Foundation’s use of Foley Horse Arena on July 27 and Aug. 2-7, 2010, free of charge with light usage waived. Approval was also given for the Foley Lions Club use of Heritage Park parking area for a truck to distribute Boston butts on May 5, 2010.

The council agreed to move the May 17 meeting to May 18 due to the League of Municipalities’ meeting in Mobile.

The following proclamations were approved: April as “Child Abuse Prevention Month” and April 22 as “Earth Day” and April 24 as “Earth Day Mobile Bay” in Fairhope.
