Foley considers changing sign policy

FOLEY — If a city moratorium is lifted, Foley’s temporary-sign restrictions could once again be enforced.

Last week, Foley Community Development Director Miriam Boutwell asked the City Council to repeal a moratorium on such signs.

“Giving us the ability to limit the size they (businesses) can have,” she told the Council during last week’s work session.

According to the city ordinance passed on Jan. 5, 2009, a moratorium was placed on Foley Zoning Code restrictions found in Section 9.12, thus relaxing limits on temporary signs posted in the city. However, Boutwell said use of temporary signs has become problematic.

In an interview following the City Council meeting, she explained that the moratorium was put in place to bolster business in Foley once the economy began to decline.

“But after three and a half years, we have businesses that are pushing the envelope,” she said.

The discussion also included signs that block any right of way in Foley.

“That’s a safety issue,” she told the Council.

She added that city zoning laws give Foley Police the authority to remove signs that do block a right of way.

As for the removal of the moratorium, a special-called meeting was planned for this morning to address the issue. Results were not available at press time.

Also last week, the Foley City Council:

* Approved a request to bid for a new full-size, half-ton four-by-two pickup truck for the Foley Parks Department.

* Approved First Baptist Church of Foley’s request to use Heritage Gazebo and Park 9 a.m.-3 p.m.Oct. 21 for an outdoor worship service.

* Approved Kristen Nix’s request to use Heritage Gazebo and Park 3-8 p.m. June 30 for a fundraiser for 25-year-old kidney transplant recipient Rachael Hurtz.

* Approved Bellevue Baptist Church’s request to use Heritage Park Gazebo July 27 to hold a free concert by its student choirs.

* Approved the mayor’s request to waive Civic Center fees for a 100-year birthday celebration of former City Clerk Miss Bell on Aug. 19.

* Approved Matt Maurin’s request to waive Civic Center and kitchen fees for the Santa Foundation’s annual fundraiser on July 21.

* Approved the expenditure of $44,243.30 for the Recreation Department to add a nine-hole disc-golf course at Graham Creek Nature Preserve.
