BAY MINETTE, Ala. _ Conceptual site plans for an upscale, rustic residential development in Lillian were approved Tuesday by the Baldwin County Commission, with stipulations that incremental design submissions must be approved by county engineers and that rights of way must be brought up to standard before the county considers taking over maintenance.
Blackwater Land Holding plans to develop the 2,224-acre site near County Road 91, and incorporate 960 to 1,110 dwelling units, according to a presentation Tuesday in Bay Minette.
Commissioner Bob James asked that language be added to the agreement to prevent use of county funds to repair proposed gravel roadways and wooden bridges.
“I want to make sure taxpayers are not responsible if a bridge washes out and the development company no longer exists,” James said.
