Loxley Council approves resolutions

LOXLEY, Alabama — Monday was a night for resolutions at the Loxley Town Council meeting.

With all members present the Loxley Town Council approved four resolutions at its meeting Monday night.

First, the council unanimously approved Resolution No. 2012-07, appointing Town Clerk Melissa Lawrence as the person to prepare the list of qualified voters for the town’s 2012 Municipal Election.

The council also approved Resolution 2012-08 appointing election officers and pay for the upcoming elections.

Qualifying for municipal elections in Baldwin County began Tuesday, July 3 and runs through Tuesday, July 17. Regular elections have been set for Aug. 28 with a runoff election date set for Oct. 9 if necessary.

Janice Christopherson was appointed Monday night as inspector for the upcoming elections for a fee of $125, while Mary Sue Hughes was appointed as registration list clerk, Sybil Lindell as poll list clerk, Makayla Gomez as ballot clerk and Dorothy Bishop as an alternate with a designated fee of $100 each.

In other business Monday, the council voted unanimously to approve Resolution No. 2012-09 adopting the following codes for the town:

• The 2012 International Building Code.

• The 2012 Internation Fuel Gas Code.

• The 2012 International Mechanical Code.

• The 2012 International Plumbing Code.

• The 2012 International Residential Code.

• The 2012 International Fire Code.

• The 2012 International Energy Conservation Code.

• The Town of Loxley’s Supplemental Code in addition to the 2012 International Codes.

• The 2011 National Electric Code for commercial buildings and residential buildings containing more than two dwelling units.

Mayor Billy Middleton said a public hearing was held prior to Monday night’s meeting. No one spoke at the meeting and no one has raised any objections to the town’s adopting the codes, Middleton said.

The council also unanimously adopted Resolution No. 2012-10 Monday night, approving the formation of the Eastern Shore Metropolitan Planning Organization and appointed Council member Michael Allegri as town representative to the organization.

Allegri said the U.S. Code requires the formation of an MPO in urbanized areas of at least 50,000 combined population. The board will primarily govern transportation issues in those areas.

The Town of Loxley will serve as a governing authority for the MPO, along with the cities of Daphne, Fairhope and Spanish Fort. Meetings will be held in Daphne, Allegri said.

Also on Monday, the council voted to set a public hearing for Monday, Aug. 13 for proposed amendments to the town’s zoning ordinance.

Following the hearing, the council will consider the addition to and subdivision of property formerly known as the Golden Triangle, located along the Highway 59/U.S. Highway 31 corridor located north of Interstate 10 within the town’s planning jurisdiction.

The proposed change would subdivide the property into the Loxley Triangle to the north and Stonebride PUD to the south.

Attorney Shawn Alves with Stone, Grenade & Crosby, who is the designated legal consultant for the town, said the council should also put the item on the agenda for discussion at its planning meeting set for July 30.
