Loxley Town Council approves state highway projects

LOXLEY, Alabama — The Loxley Town Council voted Monday night to approve a pair of proposed projects by the Alabama Department of Transportation.

According to resolutions passed by the council, the town must agree to certain requirements of the Federal Highway Administration in order for the Alabama Department of Transportation to receive Federal aid for the projects.

The first project, designated as Project No. NH-0059(511) calls for the resurfacing of Highway 59 south of Interstate 10 to U.S. Highway 31 and an area two-tenths of a mile on U.S. Highway 31.

The Town Council unanimously passed Resolution No. 2013-10 granting permission for the project. All council members were present at the meeting.

The Council also voted unanimously to pass Resolution No. 2013-11, granting permission for projects designated as NH-0016(513) and NH-0059(512) resurfacing Highway 59/U.S. Highway 90 from County Road 55 to Flowerwood Road.

The Council also approved a reimbursable agreement for the two projects.

According to the agreement, the state is required to compensate the town for the required relocation of facilities necessitated by construction.

The project calls to the relocation of several manhole covers in the area where the two projects are located, officials said. The manhole covers will then have to be replaced once construction is completed.

The estimated cost of the “in-kind” relocation including engineering is $3,750.

The Council also voted to adopt Resolution No. 2013-09 as part of a Community Development Block Grant application.

The grant is for a 10 percent match project along Highway 59. The total project will cost $350,000, in which the town will be required to fund $35,000, part of which can be an in-kind match.

According to the CDBG program requirement, the town must adopt and implement a Citizen Participation Plan and a Four Factor Alanysist of Limited English Proficiency Persons.

The resolution was approved unanimously by the council.

Council members also discussed plans by the Department of Transportation to construct concrete barriers along an area south of Interstate 10 which would limit the ingress and egress to several establishments including Hardee’s, Burger King, McDonald’s and a service station.

The plans were among several “road improvement” projects that were discussed during a meeting in December with local business owners and town officials calling for access management along the highway, including eliminated direct access routes to the highway creating frontage roads and backage roads to create access of Highway 59.

The proposal included the construction of concrete island separates, many of which are designed to eliminate parking that requires backing onto the highway to gain access, causing concern among many of the local business owners.

Lee Reach with ALDOT told residents that right now the plan is to resurface that area of Highway 59 beginning in November of 2013.

Reach said any final plans would have to be sent to Montgomery for approval 10 weeks in advance, and that residents would be contacted at least 10 weeks before final plans are submitted for input on the proposed property.

In other business the council:

• Voted to approve audited financial statements provided to the town.

• Adopted Ordinance No. 2013-08 amending Section 8 under roof coverings in the Code Adoption of the Town of Loxley.

• Voted to donate $250 for this year’s Easter Egg hunt which will be held Saturday, March 30 at Loxley Municipal Park.

• Approved the recommendation of Council member Katherine Breeden to appoint five members to the town’s newly formed Beautification Committee, including Breeden and Council member Michael Allegri as Council representatives to the Committee.

• Discussed the placement of school zone caution signs on County Road 49 near Loxley Elementary School.
