LOXLEY, Alabama — The Loxley Town Council passed a pair of resolutions at its meeting Monday night for improvements to roads and the town’s sewer system.
First the council authorized the submission of a grant application for the Alabama Department of Transportation’s Alabama Transportation Rehabilitation and Improvement Program (ATRIP).
If approved the grant will fund an improvement project on County Road 55 from Highway 59 to County Road 60.
The total cost of the project is $159,231 with the grant totaling $117,194.66. The grant includes a 20 percent match, half of which would be paid by the Baldwin County Highway Department, leaving the town to pay $21,018.61.
The council decided not to include improvements to County Road 64 east of Highway 59, which would cost $121,790, including $89,637.90 funded by the grant and a $32,152 match from the town.
The council also voted Monday to apply for a $350,000 Community Development Block Grant through the U.S. Department of Housing and Urban Development.
If approved the grant would provide sewer rehabilitation in older areas of the town where high concentrations of low to moderate income persons live, according to the grant application.
The total cost of the project is $385,000 and the town would provide 10 percent in matching funds or $35,000.
The council approved another resolution Monday, accepting the Municipal Water Pollution Prevention Program. In part, the resolution states that the town will maintain a $35,000 budget for sewer rehabilitiation.
The town also plans to install 2,000 feet of clay sewer mains and a standby pump will be installed for the Burris Lift Station on Alabama Street.
In other business the council approved a preliminary application to the Alabama Department of Economic and Community Affairs applying for a Land and Water Conservation Fund to construct new recreation facilities near Cedar Street Park.
The $50,000 matching grant will fund a proposed splash pad for the town’s park. The town will provide $50,000 in matching funds or in-kind services, which would include use of the town’s equipment and labor at an estimated value of $40,000.
In other action Monday, the council:
• Read and presented a proclamation declaring May as Motorcycle Safety Awareness Month.
• Approved the transfer of a off-premise retail beer and table wine license for Loxley Chevron, located at 12601 N. Hickory St.
• Authorized Lt. Doug Phillips to attend the FBI Academy beginning in July and returning in September at a cost of $2,000 for travel expenses.
• Approved a debris contract removal bid for 2013.
• Authorized the refinancing of a $1.2 million 2005 general obligation warrant with a total savings to the town of just over $110,000.
