On March 11 at approximately 7:15 a.m., while working the school zone on North Pine Street, a Foley police officer observed a vehicle stopped in the middle of the roadway. A male subject wearing a shoulder holster containing a handgun exited the vehicle and approached the officer.
The subject appeared agitated when the officer asked why he was stopped in the roadway. After this brief encounter the subject left the area. The officer notified dispatch of the incident over the radio.
A short time later, dispatch received a call of a subject matching the description of this male, driving the same vehicle, had pulled a gun on an employee at a local business in town. The male identified himself to the employee as an FBI agent. The subject left the area after being approached by other employees.
The male was identified as Kelcey Turner, age 35. Officers then spotted Turner's vehicle near his residence and conducted a felony traffic stop. Turner was arrested without incident while still wearing the shoulder holster and gun. Officers also located an SKS rifle with a 50-round magazine along with a 9mm 50-round magazine inside the vehicle.
Post arrest, officers discovered that Turner was captured on security camera footage attempting to gain access into the Foley Justice Center. This incident occurred within the same timeframe as the earlier mentioned incidents. He was unable to gain access into the building and left. His intent is unknown. Subject was wearing the shoulder holster containing the handgun at this time as well.
The FBI is assisting with the ongoing investigation. Turner's current charges are as follows:
-Impersonation of a Peace Officer (Felony)
-Menacing
