FOLEY, Ala. — Foley City Council members voted to suspend the rules this week in approving a first reading of a resolution to consider the applications of three authorities to incorporate a Capital Improvement Cooperative District.
Mayor John Koniar said suspending the rules for immediate approval of the resolution would save three weeks in the incorporation process initiated by the Public Building Authority, Public Library Authority and Public Parks & Recreation Authority.
The time saved by Monday’s action refers to the fact it will be three weeks before the next council meeting.
The CIC District plays a key role in a $21 million bond issue proposal which will, for one, reimburse the city’s General Fund for a $9.8 million line of credit for a number of capital improvement projects involving land and park facilities, according to Koniar.
The CIC District will be the vehicle to do the bond issue, thus ensuring the city’s debt limit or borrowing power won’t be adversely affected, Koniar said.
In other council action this week, approval was given for a first reading of an ordinance to consider the de-annexation of property owned by Herndon Oil. The legal description submitted included property not owned by the petitioner.
Approval was given for a resolution declaring select timber at the southern end of the Graham Creek Nature Preserve as surplus property.
Southern Resource Management and Mid-South Timber will thin pines from the area.
Council members approved a resolution for a Department of Justice grant application for bullet-proof vests. Reimbursement is up to 50 percent on the cost of each vest. The exact amount is unknown until the grant is awarded.
Approval was given for waiving fees for Habitat for Humanity of Baldwin County’s use of the Civic Center on Serpt. 11, 2009, for a silent auction and dinner. Also, approval was given for the Rileigh & Raylee Angel Ride Foundation’s 8th Annual Motorcycle Ride on Nov. 7, 2009.
The council also agreed to amend a resolution defining the scope of the Revitalization & Beautification Advisory Board.
Approval was given on a low bid of $11,500 from Parkway Equipment for a heavy duty flex wing mower.
