DAPHNE, Ala.—Police Thursday arrested Danny Moncla, 59, of Spanish Fort, a Mobile County public school teacher, after he propositioned a male undercover officer for sexual favors at the Scenic Overlook, a hill located near the I-10 Bayway.
The department initiated an undercover operation after receiving multiple complaints of deviant sexual activity occurring at the site.
Daphne Police Lt. Jud Beedy said most of the complaints—which came from visitors and families—were funneled through Mayor Fred Small and Police Chief David Carpenter.
“They gave first-hand accounts that had very good suspicions,” he said, of the complaints.
Undercover detectives, along with the Daphne Police Department’s Special Operations Team, were positioned at the Overlook in an effort to validate the complaints and take enforcement if loitering for deviant sexual activity occurred.
“The Special Ops team is kind of our S.W.A.T. (Special Weapons and Tactics) team,” Beedy said. “It’s also a draw for manpower,” when needed, as in hostage situations, high-risk warrant services and undercover operations.
The department had been planning the bust for months, according to Beedy.
“It took a while to get everyone set up.”
Moncla—a teacher at Grand Bay Middle, who has been with the Mobile County Public School System since April 1995, according to a school board spokesperson—was arrested for loitering and taken to the Daphne Police Department and booked in the city jail.
Loitering, according to the police code, is idly waiting in a public place to solicit means to another individual.
The message police sent with Thursday’s bust was that it’s a foreshadowing of things to come.
“Daphne’s parks are family-oriented places,” Beedy said. “There will be more undercover operations in the near future.”
