FOLEY, Ala. — While the Community Development report for July — 63 total permits issued at a total construction valuation of $573,507 — didn’t look all that different from recent monthly reports, a change could be forthcoming.

Only two single-family residential permits were included in the July report given this week by Foley City Planner Miriam Boutwell, but she told the mayor and council a builder had recently been given permits for 12 single-family residences and will be dropping off applications for 20 more in the near future.

The City of Foley, long accustomed to growth and a building boom, has seen construction figures plummet of late as a result of the economic recession, going from multi-million dollar monthly construction valuations to figures more reminiscent of July’s report.

The two single-family residential permits issued in July were for a total construction valuation of $342,000. One new commercial permit was issued in July, that for the Michigan Square Laundromat ($85,000).

City inspectors performed a total of 185 inspections during July.

The Environmental/Code Enforcement Division handled 26 citizen complaints in July; took 33 enforcement actions; performed 63 code enforcement inspections and 20 environmental inspections.

The Foley Fire Department report for July showed a total of 74 incidents. Among those incidents were the following: 15 medical assists of EMS crews; 15 motor vehicle accidents with injuries; eight motor vehicle accidents with no injuries; four rubbish or trash fires; two passenger vehicle fires; two building fires; two grass fires; one extrication; one gas leak; one power line down; one aircraft standby.

Fire Chief Joey Darby told the mayor and council FFD was called upon to assist in one major structure fire during July, that at the Summerdale Flea Market. He also reported that FFD’s CPR program has “expanded and taken off.” As many as 40 adults have been enrolled in a single class, Darby said, and for that reason the program is being revamped for the sake of better scheduling and training.

During July, Darby said 94 inspections were performed by FFD, 39 of those new construction inspections and 55 existing occupancy inspections. Total inspections to date in this fiscal year are 1,003, he said.

Police Chief David Wilson reported that 89 misdemeanor arrests and 16 felony arrests were made by Foley Police Department during July. Forty DUI arrests were made during the month, while 367 traffic citations were issued along with 594 warnings. FPD officers assisted motorists 123 times during the month and worked 71 motor vehicle accidents.

Officers answered 108 alarms and made 208 positive citizen contacts and 191 official business visits.

Wilson told the mayor and council that FPD dispatch had total radio traffic of 3,996 calls during July of which 2,895 were for service.

Misdemeanor marijuana arrests numbered 10 in July, and there were four felony marijuana arrests. There were eight controlled substance arrests, two drug paraphernalia arrests, and two drug raids conducted.

FPD’s Criminal Investigations Division received 80 new cases in July and solved 29 of them. Eight of those led to felony arrests and 10 to misdemeanor arrests. Ten domestic violence follow-ups were also made.

The total number of registered sex offenders living within the city during July was 25.

At Foley City Jail, 293 arrestees were processed in July. The highest number in jail at one time was 39, the lowest 19.

FPD’s Mounted Police Unit worked two patrols in July and was present at two community events.

FPD’s Community Services Division held three crime prevention sessions in July and four community meetings.

Community Outreach and Development held two sex offender classes and had 62 GED participants in four GED classes. COD also held one youth activity event in July.

Crimes reported in July included the following: 35 misdemeanor theft; 25 domestic incidents; 18 criminal mischief; 13 felony theft; 12 harassing communication; eight white collar crime.
