Silverhill Council passes $1.7 million budget

SILVERHILL, Alabama — The Town of Silverhill will be operating with a slight budget surplus for 2017-18 after the Silverhill Town Council passed its budget at the Sept. 18 meeting.

The budget includes revenues of $1,730,410.68 and expenses of $1,729,410.68 for a projected surplus of $1,000 for the coming year.

By far the largest revenue for the town is tax revenue with a projected income of $477,933 for the upcoming fiscal year with utility fund income projected at $489,530 with expenses in the utility fund estimated at $488,931.08.

General fund expenses are projected at $410,146.40 with an income in the general fund estimated at $110,812 for 2017-18. Municipal Court income is projected at $294,025 for 2017-18 while expenses of $178,325 are projected.

Police Department expenses are projected at $281,945.80 with an income projected at $17,050. The Silverhill Volunteer Fire Department has a projected income of $200,250 with expenses of $165,412.72.

Other income for the town includes, Building Department, $92,250; State Gas Tax, $11,050 ($27,050 expenses); Heritage Day $10,700 ($5,600 expenses); Community Center, $7,500 ($14,000 expenses); Little Hall, $7,750 ($5,350 expenses); Library, $6,560 ($8,950 expenses); Parks and Recreation, $5,000 ($41,050 expenses).

Other expenses include, Mayor and Council, $19,800; and Sanitation and Street expenses, projected at $46,000.

In other business, the council is considering a proposal from Hayden Giddings of Wysper Technologies, who is looking to expand high-speed internet service into Silverhill.

After successfully launching service to Robertsdale and Foley, Giddings said, the company is looking to expand its “line-of-sight” internet services into other communities, such as Silverhill.

The equipment would be placed on the water tower at the ball park and would not interfere with existing cellular equipment and plans to place other internet-based equipment there, Giddings said.

Attorney Josh Myrick, who represents the town in legal matters, said he had received a standard contract from Wysper and could have a final version ready for the next council meeting, which is Oct. 2.

The council also:

• Approved a request from “The Porch” to use Oscar Johnson Memorial Park for its 3rd Annual Zombie Walk Oct. 28.

• Heard from Laurie Johnson of Silverhill School regarding the Jingle Bell Fun Run Dec. 2, a fundraiser for the school with plans to eventually expand the run into a 5K.

• Voted to change its meeting time from 6 to 5:30 p.m. for the work session and from 6:30 to 6 p.m. for the regular meeting. An amendment to the town ordinance would have to be adopted at the next council meeting and the change could go into effect with the Oct. 16 meeting.

• Voted to write-off bad debts for the town.

• Received an offer to purchase property south of Silverhill which could be used for the town’s Utilities and Fire Department.
