Six month moratorium set for multifamily development

Spanish Fort — The Spanish Fort City Council Monday voted in favor of establishing a moratorium on any multifamily development for six months.

The moratorium went into effect Monday and will end March 24, 2008.

City Attorney David Conner said there are at least 800 to 1,000 units now in line for approval by the Planning Commission and City Council.

Conner also said city officials wanted to have enough time to study the impact of multifamily developments on the city.

City officials may also consider developing an impact fee for developers, Conner said. The fee amount was not available.

According to the ordinance, any applications for the construction and approval of multifamily developments including applications for site plan approval or rezonings filed on or before Sept. 24, 2007 will be exempt.

In other city council news:

•The City Council adopted its general operations budget for fiscal year 2007-08.

The total allowable revenue adopted by the City Council was $4,983,750, with total expenditures totaling $5,731,560.

•International Paper requested a parcel of land located north of the north side of old Hwy. 31 be annexed into the city limits.

Conner said the owners have agreed to “convey a certain portion of this lot for a water tower.”

A public hearing was set for Oct. 1.

•The City Council entered into a service contract agreement with the Spanish Fort Sports Association.

Council members appropriated $10,000 to the association for the provision of league play and football activities.

The next City Council meeting will be held Oct. 1 at 6 p.m. at the Spanish Fort United Methodist Church Prodisee Center.
