The Park, Orleans projects will split cost

DAPHNE — Developers of The Park at Whispering Pines and Orleans Commons, two complexes being built southeast of the intersection of Pollard Road and Whispering Pines Road, have agreed to cover the cost of a traffic signal at the crossing streets to help with future traffic.

“We’ll do what we need to do,” Bill Lewis, a developer with Seaman Capital, representing The Park, said.

At the Planning Commission meeting Thursday, developers of The Park, a 143-unit complex, agreed to pay for two-thirds of the cost of the traffic signal, and the Orleans Commons, a 56-unit complex, will pay for the remaining one-third. The total cost will be about $60,000, according to Bill Eady, community development director.

Both projects received favorable votes in approval of their site plans.

Lewis met with Mayor Fred Small and Eady to discuss off-site improvements for The Park at Whispering Pines.

A decel lane has been added and will turn into the property at the main entrance, Lewis said.

Sidewalks will also be laid along the front of the property on Pollard Road and connect with the city’s existing sidewalks on Whispering Pines, Lewis said.

They will be moved to the property line in case the city thinks about widening Pollard Road, according to Eady.

The Orleans Commons also will have a decel lane to help with traffic congestion, Justin Clements, a developer with Alabama 200 Investment Group, said.

A sidewalk that developers will be laying will now continue east to meet the sidewalk at The Park at planning commissioners’ suggestion.

Also on Thursday, the commission approved the administrative use of a standard for accel and decel lanes after a presentation by Eady.

“We can start working with it for future complexes as a standard,” Eady said.

Baldwin County has adopted an ordinance to set up requirements for accel and decel lanes that the city can use as a guideline, Eady said.

For example, if a road has a posted speed limit, the city will now have guidelines to state how long the accel/decel lanes should be and the approximate cost of adding such a lane, according to Eady.

In other business, commissioners:

• Approved site plans for the Malbis Yamaha/Suzuki. The project will be at The Renaissance Center LLC development on U.S. Highway 90 and Alabama Highway 181.

• Revised final plat reviews for the French Settlement, phases 1A and 1B. The final plat reviews were revised because owners were unable to acquire 20 acres of adjacent property and plans needed to reflect that.
