Town of Loxley approves 2010-11 Budget

LOXLEY, Ala-The Town of Loxley unanimously passed their 2010-11 Budget on Monday night with revenues totaling $2,838,800 and expenses totaling $2,882,732 creating a deficit of $43,932 in the General Fund. Utility Fund Budget income is $1,798,011 with expenses at $1,050,190 giving a net ordinary income of $747,821.

Broken down, most of the income in the general fund come from Sales Tax ($800,000), Utility Tax (Franchise Fees) ($271,000), Property Tax ($256,000), Gasoline Tax ($250,000), Business License ($175,000) Court Revenue (GF) ($200,000, Court Revenue (Received Account) ($350,000) and Garbage Revenue ($140,000).

Expenses are: Beautification ($66,525), Building Department ($58,913), Civic Center ($122,637), Dispatch Department ($198, 640, Finance ($120,949) that includes interest and principal paid on long-term debt and Fire Department ($81,413) .

General government expenses total $517,795 with salaries of $160,200 and roughly $150,000 making up insurance expenses. Parks and recreation ($161,715), Municipal Court ($479,888), Police Department ($853,388) with $525,000 making up salaries and $72,430 making up employee insurance, Public Library ($27,250), Sanitation and Street ($152,750) with around $60,000 for salaries, $25,000 for landfill dumping fees and $33,600 for utilities-electricity. Other expenses (principal and interest on loans) ($40,869.

Utility Fund income is made up of $333,500 for sewer charges and water sales total $1,462,061. Most expenses come from salaries ($335,000), Utilities-electric ($150,000), Employee health insurance ($50,000), Operating Supplies($75,000) and Repair and Maintenance ($40,000).

Other income totals $164,100 and is made up of Connecting and tapping fees ($65,000), Late fees ($23,000), Water/Sewer access fee ($42,000) and Verizon water tower lease agreement ($24,000).

Other expenses are $744,647 and include $342,184 in interest expense, $335,000 in principal for long term debt.

There is a three percent increase in income from last year in the general fund coming mainly from application fees, auditorium and ball park rental, sidewalk grant, court revenue and civic center summer youth program. There is an overall decrease in expenses from last year with the only increases coming form general government (13.8 %) and municipal court (28.7%)

In the Utility Fund, there was a 1.3 percent increase in total income and a 6 percent decrease in expenses.

In other council business, motions were passed to renew contract/ agreement for PRA Government Services/RDS: Business License Processing, to reappoint Mike Dasinger as town judge and as town prosecutor.

Loxley Public Library director Debbie Zonker wanted to inform the council Ruth Fore has resigned her position on the Library Board in March and approved Roger Barnhill to replace her. Sandra Cunningham was also approved as a volunteer to help out when Ann Kuklo wasn’t available.

Zonker also wanted to inform the council of new library hours: Closed Sunday and Monday. Open Tuesday 9-5, Wednesday-Friday, 12-5 and Saturday, 10-2.

The council also is looking to fill two Board of Appeals positions in the resignation of Jeff Taylor and Sonya Franklin, Mayor Bill Middleton said.

Mayor Middleton also informed the council the town will observe Halloween on Saturday, October 30 and Town Clerk Carol Middleton said the town will not be participating in Relay for Life but will be taking donations for the Leukemia/Lymphoma Association.
