Town preparing new budget

SILVERHILL, Ala. — The Silverhill Town Council is gearing up for the 2009-10 fiscal year which begins Oct. 1.

The council agreed Monday to hold a work session to discuss the budget beginning at 6:30 p.m. Monday, Aug. 31.

The town’s proposed annexation will also likely be discussed at the meeting which will be held at town hall.

The council also approved a measure to pay its annual audit bill in the amount of $24,975.

Mayor Tim Wilson said the total bill for the annual audit was over $34,000, but the final total reflected a nearly $9,000 discount.

Local accountant Carl Johnson, who conducted the audit indicated that the bill could be paid in three installments, but since funds were available to pay for the audit, the measure was made to pay the bill all at once.

After asking if there would be any finance charges for paying the bill in installments, Council Member Jared Lyles voted against the measure which passed 5-1. Wilson, along with Council members Shirley Stephens, Rodney Criswell, Stephen Brooks and Bert Jones, voted for the measure. All council members were present at Monday’s meeting.

In other business Monday, at the request of her family, the council decided not to dedicate a plaque in memory of Elsie Chandler which would have been placed in front of People’s Supply.

Instead council members asked if a donation of $150, which was the cost of the plaque, be made to the town’s Library Board.

It was suggested that books could be purchased with a dedication to the effect that “This book was donated on behalf of the town of Silverhill in memory of Elsie Chandler.”

“I really got the impression that the family wants whatever we do to include her husband’s name (Leslie Chandler) as well,” Brooks said. “We certainly need to get approval from (her family) before we do anything.”

Also at Monday’s meeting the council:

— Voted to change the first meeting in September from Monday, Sept. 7 to Tuesday, Sept. 8 because of Labor Day.

— Tabled items to purchase computer equipment for town clerk Patricia Bankester.

— Voted to sponsor the Central Baldwin Chamber of Commerce’s Mayors Breakfast to be held at 6:30 a.m. Sept. 16 at Magnolia Blossom Cafe in Robertsdale.

— Voted to purchase an air conditioner for the town library at a cost not to exceed $1,000.

— Voted to authorize Police Chief Kim Wasdin to purchase ammunition for the police department at a cost not to exceed $800. Wasdin said the purchase would supply the police department for roughly two years.

— Approved officer training for the police department.

— The Rev. Alan House, pastor of the Silverhill First Baptist Church, presented certificates of appreciation to council members, police and fire departments and the town’s utilities department, provided by the church’s Women on Mission group. The group also provided refreshments for council members following the meeting.

— House agreed to supply movies for the towns “Movies in the Park” program. The first movie will be shown Friday, Aug. 28 at the town’s ball park. The town will offer concessions beginning at 6:30 p.m. with the movie beginning at dark, around 8 p.m.

— Asked Bankester to contact members of the town’s various boards to inquire about lapel pins. The town can purchase pins in bulk at a cost of $10 each. Anyone wishing to purchase a pin can then reimburse the town for the cost of the purchase.
