DAPHNE, Ala. — A motion — to apply for a recreational trails grant that would pay up to $100,000 per phase of a $423,600, four-phase project to build sidewalks and boardwalks behind the Jubilee Square Shopping Center on U.S. Highway 90 — was withdrawn.
Councilman John Lake made a motion — seconded by Councilwoman Cathy Barnette — to adopt the ordinance; both actions were withdrawn at Monday’s City Council meeting when the necessity of an amendment was explained by City Clerk David Cohen.
The total project would cost upward of $900,000 because it included bridge work and sidewalks west of the shopping center, unapplicable to the grant, since work has already begun there. City leaders must also amend the ordinance to include the four phases and costs for each.
Council President Greg Burnam recommended the council not vote on the issue until they reached an agreement, since a change after the grant was awarded could hurt the city’s chances of receiving it in the future.
Lake Forest residents showed their opposition during the July 21 meeting, which caused Councilman Ron Scott to think twice, he said. “We’d have a sidewalk going to nowhere and it would be a security nightmare,” he said.
Lake disagreed. “We’ve got a shopping center that’s in distress,” he said. “I’m asking everybody to try and use some vision to see what could be and not what is.”
Also Monday, Councilman Bailey Yelding and Councilman August Palumbo were appointed to the the next, four-year term since they were the only candidates for their positions: Districts 1 and 7, respectively.
